It combines two research processes: a survey of the content and function of church bylaws of the Northwest Conservative Baptist Association; and a biblical analysis of principles that are foundational to the nature, structure, and function of a New Testament church.  Five issues form the framework for a church's bylaws: the church covenant; standards for church membership; church discipline; church polity; and standards for church leadership. A curriculum was designed that consisted of six sessions on the biblical and theological bases for shared ministry.  A study of similar churches was conducted in four sessions.  Recommendations to increase lay involvement were formulated in the final two sessions.  The project was evaluated by the experimental and descriptive survey methods. The method of investigation included a theological study of the process and the obtaining of data from pastors and church committees through questionnaires and interviews.  The result of the study indicate that plannaging is suitable for use in a church, is helpful for administration, and that pastors lack confidence in the use of plannaging following training.
