The desire of the author was to, simultaneously, conduct an effective meeting and develop a true team concept among participating staff members.  The purpose was accomplished through researching how effective meetings are conducted and implementing proven methods into a church staff meeting.  This process was followed for a period of two months with proper evaluative tools designed to show improvement. The purpose was to review the correlation between churches that employ administrative procedures in their daily operation and those that do not in regard to the overall effect this has had on the church.  Fourteen (14) Black Baptist churches participated in this research. They provided information on various aspects of the administrative process that was utilized to transact business in their church (e.g., membership growth, membership attendance at worship service, financial giving, and membership retention over the past five years). Information was also obtained pertaining to the organizational structure of the church and how this structure functioned administratively. In addition to the questionnaire, there was also an interview with the pastors to provide them with an opportunity to articulate their management philosophy and approach to administration. The rate of attrition and level of satisfaction were monitored during two three-month periods, before and after the implementation of service management principles. This paper documents how Covenant United Methodist Church engaged in such a study.  The plan chosen for Covenant to study congregational life included the use of such categories as identity, context, process, and program.  Data was obtained from adult and youth class discussions and from information gathered by distributing the 'parish profile inventory' to one-half of Covenant's membership.  A summary of all the data collected provides a portrait of Covenant UMC.  By examining and analyzing this portrait, one may better understand who Covenant is and what Covenant may desire to become. The church must know itself, its mission, and how to accomplish its mission in the most effective way.  Both staff and laity are better equipped for service with effective job descriptions.  Materials on offices in the church were gathered, studied, and then a committee received input, compiled the results into job descriptions and obtained official board approval. Drawing upon input from the congregation, the project sought to develop a theological, congregational and denominational (movement) foundation.  The project addresses the background of the problem and need for structure, the theological and administrative issues, and the methodology of accomplishing the task.  Evaluation of the finished project revealed the need, congregational support and enthusiasm for the end product.
