Because Jesus demonstrated His bond with the disciples through footwashing and gave them instruction to wash each other's feet, reminding them of the connection they had in Christ and with each other for fulfilling Christ's mission, so Middle Pennsylvania congregations (a people whose ministry tradition is defined as a community through footwashing) who have come consciously or unconsciously to develop a secular understanding of District structure as Institution, are called to recover the identity of District Ministry as a network of partners communing with Christ and each other. The research design employs a questionnaire to obtain indicators as to where the board was in its development and what leadership development needed to occur for improved effectiveness. The design includes a lay focus group for interpreting data and developing leadership development sessions. The study includes a historical overview of church leadership, devotionals to focus the board's attention at the beginning of each educational session, and six leadership development sessions to be presented in monthly board meetings.
