It examines the elements of intuition, memory, imagination, and the commitment, as necessary components of spiritual discernment. Four active laity were recruited from the congregation in Milbank, South Dakota, to serve a Project Task Force (PTF). This group collaborated with the pastor, studied discernment, developed the instrument and process used for this project, and evaluated their process. The author sought answers through a variety of means: searching the Scriptures for management principles; researching literature on church administration; and doing field visits of several churches whose leadership teams have wrestled with this issue themselves. The premise of the SGCC is that resource allocation reveals values.  Statistics were collected and analyzed per the SGCC concerning the allocation at FRBC of human, money, space, and time resources.  FRBC's leadership team concluded that resources were misallocated: Adults receive proportionately fewer ministry resources than do young children, children, and youth. The Executive Pastor has Five Focused Functions of Administrator, Catalyst, Mentor, Minister and Overseer.
