Third, to provide for the use and management of the human resource data bank.  Fourth, to utilize that data bank to improve the quantitative and qualitative involvement of the laity. It examined the biblical terms for power and correlated these with the organizational perspectives on power.  The project design used 'The Power Management Survey' to compare perceptions.  The pastor felt motivated primarily by affiliation and friendship.  The laity felt the pastor was motivated primarily by socialized power.  A democratic leadership style was present. This hypothesis was investigated using a group of eleven lay leaders who are responsible for the management of church committees and organizations.  The project group identified their spiritual gifts and their normal leadership styles.  The author conducted objective and subjective tests of the group's leadership performance level before and after the project.  He used the descriptive survey method to analyze and evaluate the group's performance.  The project group's leadership performance of eight normal leadership tasks increased 12 percent due to the training.  Objective application of new leadership skills also increased the participants' efficiency. The method of planning is adapted from that recommended by the Inter-Agency Council of the Southern Baptist Convention. One reason for this interest is that conflict can cause dysfunctional and functional effects in any congregation.  The theological, social, andragogical, and methodological approaches to the study of conflict management and reconciliation undergird the development of a six-module seminar.  This seminar exposes ministers to skills which aid interpersonal relationships: listening, assertiveness, conflict resolution, collaborative problem-solving, and skill selection. The situation requires a relentless application of practical truth and pastoral care in a context of theological reflection. It uses a communication model called systems thinking which views an organization as an holistic unit.  Component parts are seen in relationship to each other as well as to the organization as a whole.  The organization must be seen in its environmental context.  A systems model developed by Stafford Beer is selected. Beer's model identifies the functions of a system and demonstrates their relationship.  It portrays the channels which enable the expression of variety.  This paper identifies the functions of a local church as revealed in the Gospels and in the Book of Acts.  These functions are applied to the system model which is adapted to a local church organization.
