The author states that ordination is only for those who received a divine call from God to serve publicly in the holy ministry of the word of sacraments. Today, what is commonly called an 'elder' is in reference to laymen appointed to secure the congregation in its temporal affair and to assist the pastor in the administrative tasks. In scripture the most common titles for the holy ministry are elder, overseers, and pastors. These three titles are interchangeable (Eph. 4:11; Acts 20:28-31; 1 Pet. 5:1-4). The author promotes the value of ordination for pastors. Elders are not ordained, but appointed to assist pastors with the administrative of the local congregations. The purpose of this research is to validate this assumption. A medium/small Chinese Christian Church in North America was chosen to conduct this research. Besides these two tools, one on one interviews were also conducted with some key leaders of that church. From 1867 to 1952, missionaries provided leadership to Wenzhou churches in the form of pastoral leadership to individual congregations. By contrast, contemporary churches of Wenzhou have been adhering to a system of patriarchal administration over a number of congregations, including the assignment of volunteer lay-preachers who are not expected to carry out any pastoral duties. This model of church leadership is found to have many problems that hindered the development of churches. The purpose of this dissertation is to explore how to build up pastoral leadership in Wenzhou. The emphasis of pastoral leadership is for pastors to lead and nurture churches. Through their leadership, preaching, pastoral care, visitation, teaching, counseling, discipleship training, evangelism, etc., they enable their flocks to grow spiritually. Since churches in Wenzhou are unique in their geography and history, it is impracticable to import entirely western modes of pastoral leadership into Wenzhou. They participated in the 4-month course and provided valuable feedback to improve the content, format, and delivery of the course so it would be useful to other pastors. The participants' management capabilities were appraised throughout the course. After the course, the assessment indicated an upward trajectory in their management skills. This research project addressed this deficiency. This research project examined two separate Dallas Theological Seminary Doctorate of Ministry pastoral leadership courses. The research method included a combination of questionnaires, interviews, and review of pertinent course materials. The courses chosen for this research were DM550 Effective Church Leadership (DM550) and DM521 Church Health, Leadership, and Multiplication (DM521). These two church pastoral leadership development courses currently and previously taught in the Doctorate of Ministry program at Dallas Theological Seminary were examined in order to identify the essential elements of a senior level strategic leadership development course that teaches church pastors how to lead and manage a local church. This project explored the essential elements of senior level strategic leadership to create a program to develop church pastors to lead and manage a local church. The essential elements included development and evaluation of a church's mission, vision and values, analysis and evaluation of a church's strengths, weaknesses, opportunities and threats, development of a strategic plan for implementing change, and developing a strategic plan for developing leaders. Using action research, data was collected from interviews with twelve experienced itinerant ministers and mined to derive their best practices. As the research subject, I then applied these identified practices to my itinerant ministry. If the church follows the methodology of enterprise management, the church will gradually become a secular non-profit organization. At the same time, the church has its own spiritual mission, and needs to be managed according to the Bible and under the guidance of the Holy Spirit. Therefore, does the church still need to employ the enterprise management concepts? Some people uphold that the church needs to incorporate the elements of enterprise management; however, some argue that the enterprise management methodologies will restrict the leading of the Holy Spirit. Therefore, there have been some great controversies in the area of church management.
