A study of the reigns of Saul, David and Solomon provides models for the exercise of authority among the people of God. Special emphasis is placed on the paradoxical notion of success: Solomon, the most 'successful' of the Israelite kings, proved unable to preserve the united monarchy for his successors. Secular organizational and human relations theories such as group development, open systems, negotiation and management styles are adaptable and useful in parish leadership.  Each of four cases, researched according to the Case Method Institute, was taught and critiqued at least twice to test relevance and learning effectiveness.  The writing and test teaching of the cases and theory resources were effective in teaching the dynamics of parish conflict and demonstrated the significance and relevance of behavioral and ethical theories to the managerial task in parish conflict. The scope of this project includes a survey of scriptural passages that support the need for administrative ministry, pertinent theological issues, and a description of instruments developed and used to demonstrate and test administrative ministry.  These instruments were in the form of a resource guide for the chaplains.  Church administration is a prime example of practical theology at work.  There is a definite ministry in administration.  Administration should be a team effort. The author used the three guidelines of Drucker's Management by Objective as the process whereby the center was planned, implemented, and evaluated. Ninety-six persons received professional counseling by a certified pastoral counselor.  A survey of presenting problems of the counselees indicates that a majority of issues centered around difficulties in marriage, family relationships, and personal struggles such as feelings of inferiority and depression. Crisis counseling programs of these churches were inadequate to meet congregational needs.  The purpose of this study was to develop a joint interchurch crisis counseling program which would be based on a psychological and theological point of view.  A twenty-four hour Christian crisis counselor training program was developed for six target churches, emphasizing a biblical basis for crisis counseling and Adam's nouthetic counseling system.
