The program development committee authored software which was used in two Sunday school classes successfully. A system for planning ministry was developed with twelve lay persons in a suburban Protestant congregation of 1,400 members.  This system included a parish vision and mission statement, a nine step planning guide for program groups and a method for program evaluation. The study concludes that the Mbarara Diocese's Eucharistic Centers' program does not accord with the ecclesiology of the small-community movement.  It contributes to the basic ecclesial community goals of the diocese by clarifying the theological and pastoral nature of the small-community movement as applied to Mbarara.  It suggests key issues which need to be dealt with in formulating a viable small-community program for the diocese, notably those related to the need for in-depth reflection about how current parish structures and leadership models should be modified to accommodate a BEC program. It also served to test the new form of organization for smaller United Methodist churches which place emphasis on group responsibility and accountability over that of hierarchical leadership. The training, which is described, occurred in nine sessions focusing on leadership skills and roles.  It was evaluated using the Style of Leadership Survey of Teleometrics, International, along with several other methods. The author intervened with Transactional Analysis to identify factors that inhibited or facilitated the flow of energy.  Five hypotheses dealt with: 1) energizing ego states, 2) redirecting energy, 3) script decisions, 4) contracts, and 5) stroking.  In simulated situation and regular council meetings, data were gathered and redirecting energy considered.  Support was found that appropriately energized ego states facilitated decision-making, whereas inappropriately energized ego states inhibited decision-making. Pastors were asked to choose which of five statements pertaining to basic management functions best described how they felt, thought or acted.  The overall picture which developed placed these pastors on a grid indicating their concern for people and/or mission.
