The project consolidated educational classes and choir rehearsals for all ages into one night with a catered meal.  Analyzing a random sample survey, attendance records and evaluations, the author measured 0% to 44% increases in worship, choir, Sunday School and finances after ten months. This project describes a process for developing a written staff covenant with a large church staff based on the order and theological bases of Reformed (Christian) worship.  The project examines the Trinitarian image of God as a theological model for good human (staff) relationships; relates Trinitarian theology to modern models of organizational management; and highlights the order of Lord's Day worship as a theological superstructure for meaningful church staff community.  A process that develops a written staff covenant emerges from the initial theological study. The method comes from a theology of administration based upon Paul's biblical themes of renewal, transformation, and implementation found in Romans 12:1-2.  The results are an initial acceptance of a three-year plan of administration together with goals for new ministries and programs. Evaluations of the project by church leaders are more positive toward the success of the church's ministry in the future. At the heart of the project were on-site focused interviews with seven staffs (one being a married couple), serving in three major Protestant denominations in varying geographic and socio-economic settings in the Northeast.  Although the data was insufficient to draw statistical conclusions, data suggested that these ministries can be effective in symbolic value, diversified gifts, and wider specializations. The author, through the use of qualitative research, discovered that a church administrative structure that has spiritual leaders, i.e. elders or equivalent, as its prime-leadership team is generally more effective for churches over five hundred members. The thesis of this dissertation is that essential administrative tasks in churches of 150 and under can be identified, prioritized and evaluated.  A focus group of pastors identified twenty-five essential administrative tasks.  A survey instrument was designed and sent to 460 churches of 150 and under.  Approximately 133 pastors and 68 lay leaders responded to the survey and submitted data which was tabulated utilizing computer statistical analysis. Administrative strengths and weaknesses were identified. Methodology involves the study of the group planning process and the utilization of a retreat with leadership for the purpose of setting goals. Part of the process included team development and leadership skill development on the part of the author.  The process took twenty-two months to complete. People already in leadership positions in the church conducted the project. Resources were made available to them and they did the actual writing of the operations manual.  The author directed the activities of the group and worked in a collaborative manner.  Instruments were used to measure team effectiveness.
