The biblical basis for inclusion in a local church as a necessity for spiritual growth is established, and the core beliefs, values, and procedures of Compass Church are systematized and developed into an effective and engaging curriculum. The researcher implemented a diversity workshop, cultural heritage awareness night and focus group.  A questionnaire was used to develop qualitative data to evaluate the project.  The final product was a 'compendium of connectivity' which identified how current members may see new members as empowered, connected, or disconnected. This project defines a non-active member as one who chooses not to participate in the worship or mission of the church, yet retains membership in the body. Through personal interviews with twenty non-active members, the author uncovered the variety of reasons for their non-active status. Contrasting their responses, the biblical and traditional theological standards of discipleship and meaningful membership were examined. The thesis is that this growth requires a shared ministry of pastoral care and counseling.  This project uses interviews with ministers and congregants in Unitarian Universalist churches of this size in Southern California but could be adapted to churches of other sizes and faith traditions.
