Recognizing the mutual ministry of laity and clergy, a core group called the pastor's advisory committee (PAC) was formed to study, develop, and implement such a plan.  The aim of this project was threefold: to identify the problem of inactivity within the membership; to develop biblical/theological thought on inactivity; and to employ a pilot program to start the reassimilation process. In this dissertation the author through research, experience, and evaluation has considered several evidences of affluence, some sources of, and results from it.  The research shows that unchurched Americans are disproportionately white, young, educated, male, and affluent. Several New Testament examples were explored in an effort to determine the church's responsibility on behalf of the missing members.  The descriptive method was used in the study.  It was based upon 176 responses to a questionnaire and personal interviews with people who have dropped out of the church.  The responses were evaluated by the Research and Statistics Department of Andrews University. This project is designed as a means for developing mature church members, helping them grow in their expression of Christian discipleship, enabling the church to express its mission to the world, and assisting church members to make the promises of their vows realities in their lives.  This project describes a series of six sessions with twelve adult lay persons in which the essential nature of church membership was explored from biblical, theological and historical perspectives.  The project is evaluated by the use of individual presession and postsession interviews. Training effectiveness was measured with multiple choice tests, and pre/posttesting, resulting in an 88 percent increase in team members' understanding of their role in new member assimilation.  The project leader's effectiveness as an instructor and 'ministry sharer' was measured by a scaled Instructor Evaluation instrument and a partial Taylor-Johnson Temperament Analysis. The project looks at theological and sociological foundations concerning assimilation of newcomers.
