The first chapter raises the two problems and states the purpose. The second chapter consists of a theological understanding of maturity based on biblical theology, church historical theology, John Wesley's concepts of maturity and means of grace, early Korean Bible Classes, and how they can apply to today's 'Bible Classes Programs for Maturity of Local Church Congregations.' The author explored the implications of missional ecclesiology for leadership and the connection between leadership and imagination.  The author formed and led a six-month group for lay leadership development in which participants considered claims of missional ecclesiology vis-a-vis the congregation's context. The theological rationale focuses on the nature of the church as old and new and the congregation as a complex family system. The literature review focuses on congregational culture, a survey of the transitional leaders' attributes and actions, and an understanding of the learning organization.  A comparison of one congregation's historic vs. current leadership culture, by means of group interviews and surveys, was conducted so as to understand the trajectory of its leadership culture. The Missional Change Model (MCM), developed by Alan Roxburgh and Fred Romanuk (2006), was used as a guide to that process. The MCM is designed to assist a congregation in implementing change. To determine missional readiness at Victoria United, congregational 360 and pastor/leader 360 assessments were completed. The implementation of the MCM occurred over an eight month period. In May 2010, the congregation took the Gallup ME25 survey. Case studies were conducted on churches that had made similar efforts. A resurvey in November 2011 occurred following efforts to focus on people's strengths. Meaningful increases were found on multiple items with many increased responses. Overall engagement of the congregation increased, while not-engaged and actively disengaged percentages decreased. The objective is to provide a systematic strategy for restoring a declining, dysfunctional and stalled church to a growing, healthy and vibrant congregation. The field research involved case studies. Though every case study was unique, every church was found to have utilized seven turnaround factors in its revitalization. The desperation and urgency of the church resulted in a more immediate and less difficult turnaround process. Participants completed a quantitative pre-test and quantitative post-test, including qualitative questions. The results of the study indicated that the Healing Care Groups Curriculum had a positive impact on the spiritual renewal of the participants.
