The formative connectional Methodist elements, primarily the Class-Meeting, along with the connectional itinerants, societies and conferences are re-formed and articulated for the third millennium.  Surveys of bishops and clergy revealed the desire for re-establishing the Class-Meeting as a formative institution within the church along with a reformulation of a Wesley-style Conference, inclusive of clergy and laity. This document is part of a larger design in which it is demonstrated that the district superintendent is the bonding agent of denominational renewal and vitalization.  This model designed a three-year process whereby the District Council on Ministries and local congregation on the Frederick District were assisted by the superintendent in developing a mission statement. Results show that the District Council on Ministries and thirty-eight churches developed mission statements. It contrasts that to the current membership loss in United Methodism.  Ministries that stimulated 19th century growth included the class meeting, wilderness camp meetings, and the work of the circuit rider. By adapting aspects of these ministries in today's context, United Methodism may stem her membership decline and experience renewal.  The project encourages the recovery of spiritual and social accountability among United Methodists. Philadelphia is the context of study and the work of United Methodist Metro Ministries, Inc, the urban agency of the Eastern Pennsylvania Conference, is the example of an agency that developed and implemented such a process.  Findings include: new self-understanding and praxis of urban congregations based on socio-theological reflection; greater satisfaction in the work of ministry in the city; new appreciation for social context and biblical study.  This process necessitates critical reflection upon the urban context and disciplined biblical and theological study as indivisible for effective praxis in the city.
