These four areas are: his relationship to God, his family, his congregation, and his community.  Several interviews with pastors of various churches, specific case histories, and historical data, publications, biographies, sermons, provided the substance of the research.  Additional content was provided from the author's experiences of 18 years as a counselor, church planter, and pastoral training director.  The research concludes that these areas need to be part of the curriculum in Bible colleges and seminaries where men are trained for professional ministry. Research included the reading of relevant books, the administration of a questionnaire and interviews and the use of inventive  instruments. Trainings given to the laity and their reflections and opinions helped actualize the project.  Consultations and studies with the professional pastors played a vital role in the work.  The project removed many of the doubts of the laity regarding their roles in their churches.  It also moved the pastors to accommodate their laity in church ministry. The research of the project uses methods from the Congregational Studies Institute (July 3-13, 1984, Union Seminary, New York) in the areas of identity, context, program and process.  It applies them to the author's ministerial setting.  The second purpose of this project is to develop an outline of a five-year plan for mission and ministry which the leadership of the author's congregation could use to understand the church's changing socio-cultural environment.  The research uncovers a mission orientation in the learned identity, context, program and process of the congregation. Authors who had written on this subject in the past five years were consulted. The thesis also examined definitions and directions through a questionnaire mailed out to five hundred protestant churches representing three Lutheran 'evangelical' denominations.  The thesis was tested through the efforts of a lay ministry team.  This group arrived at a definition of lay ministry and implemented their ministry through several case studies which are presented. The thesis shows that if the laity and clergy can reach a consensus of definition of ministry, very satisfactory results can be obtained both within the local parish and in the local
