This is true for West Germany where a small percentage of the population attends church regularly.  Lay persons can be important in reaching the unchurched because they are in contact with persons whom clergy may not reach.  This project explores the success of the congregational evangelistic campaign in meeting the needs of the secular mind.  The lay congregation prepares and implements the campaign which includes a public proclamation by laity.  The author analyzes this approach by means of twenty-two completed questionnaires and several personal interviews. He finds that 1) although there are weaknesses, pastors and churches generally are enthusiastic about this approach; 2) the open style and the focus on every-day problems are attractive to the secular mind; 3) an important factor is relationships which form among church members and visitors; 4) the approach activates the church; 5) it enhances the gifts of laymen. The project is divided into three parts.  Part one presents a systems approach for analyzing and intervening in parish and agency settings. Part two draws on actual experience in over ninety settings. It suggests ways for professional and volunteer, full-time and part-time, ordained and lay ministerial leaders to collaborate. The Church is called into a voluntary fellowship through its acceptance of one common salvation. It traced the biblical concept of covenant relationships through the Old and New Testaments.  An existing group of cluster leaders was structured in a class setting for twelve hours of study. This project tests the presence of nine ministry models or role-sets in the Conference through a random survey of senior pastors, laity, Bethel Seminary faculty, national and district leaders. Research included the reading of relevant books, the administration of a questionnaire and interviews and the use of inventive  instruments. Trainings given to the laity and their reflections and opinions helped actualize the project.  Consultations and studies with the professional pastors played a vital role in the work.  The project removed many of the doubts of the laity regarding their roles in their churches.  It also moved the pastors to accommodate their laity in church ministry. Storytelling workshops were conducted in which the participants learned biblical stories, reflected theologically about those stories and related the stories to their personal lives.  The stories then were shared with other members of the congregation.
