Notable congregations almost without exception rank themselves higher in the ministry functions of the guidelines. The strategy's theological foundations are based upon certain insights from political theology.  An empirical survey provides the basis of its applicability to the Australian context.  The strategy combats the privatistic and sectarian tendencies within Australian church life and ministry by suggesting a reformist approach to ministry by which the critical and prophetic dimensions of ministry can be integrated into the total ministry of local congregations.
