This project was designed to put into practice the uniqueness Baptists claim for the priesthood of all believers.  If all Christians are priests, then there should be no distinctions between the clergy and laity.  The aim of this project was to 'empower' the laity for intentional ministry in the church. Twenty-six people were enlisted for this project.  Seven were participants in the ministry training and supervision.  Of these seven, three constituted the experiment group and four constituted the control group. The control group was trained but not supervised.  The experiment group was supervised for five months after training.  The remaining people served as evaluators and support group systems. Those who were both trained and supervised became more effective in ministry than those who were trained but not supervised. This hypothesis was investigated using a group of eleven lay leaders who are responsible for the management of church committees and organizations.  The project group identified their spiritual gifts and their normal leadership styles.  The author conducted objective and subjective tests of the group's leadership performance level before and after the project.  He used the descriptive survey method to analyze and evaluate the group's performance.  The project group's leadership performance of eight normal leadership tasks increased 12 percent due to the training.  Objective application of new leadership skills also increased the participants' efficiency. It develops that planning strategy using the following assumptions: 1) lay people in the church are equipped for leadership; 2) lay people in the church desire to be a part of the planning process; 3) when there is a broad base of involvement in the planning process, there is more involvement in the implementation of the plan; and 4) when more people are involved in planning and implementing, it is more likely that goals will be reached.  The project is developed in cooperation with the Church Council members of Forest Avenue Baptist Church, Redmond, Oregon.  It develops goals and objectives for the 1986-87 church year.  The method of planning is adapted from that recommended by the Inter-Agency Council of the Southern Baptist Convention. A group of lay persons were involved in an educational process directed at learning about these needs.  Each lay person then was paired with one inner-city youth in order to develop a relationship. Throughout this project both groups were given surveys to determine if their involvement would produce changes in attitudes. The program shows that the involvement of lay persons with the youth changed the lay attitudes, if not their theology. These ceremonies are dynamic and energizing.  They are the deepest level of life where God's presence is celebrated. Ordained and non-ordained church members need to come to grips with the theological implications of the ceremonies and increase skills for public leadership of ceremonies. Barriers which prevent many non-ordained persons from full participation are examined.  The project involved questionnaires, worshops, retreats and an evaluation.  The ministry on worship department worked closely with the pastor.  Self-esteem is one issue that must be taken into account as the congregation seeks to involve the non-ordained in public ceremonies. This is best accomplished when there is an understanding that the Holy Scriptures include social ministry in their discussion of the vocation of the child of God or the ministry of the congregation.  Leadership is provided by professional clergy and lay members alike.  Social ministry is an activity which must become an integral component of the total ministry of a parish.
