This explanation was accomplished by giving an historical background of why the day center was created in the first place, and the way the center can be used for effective outreach by staff trained for this purpose.  This vehicle can be used as one of the many avenues for outreach. The setting for this practicum is a 1200-member United Methodist Church in a county seat town of 25,000 in the Arkansas Delta. Using the structure as mandated by the Discipline of the United Methodist Church, a task force was formed and charged with creating the design and its implementation. The practicum was conducted over a six-month period with the task force meeting with the pastor for an extensive period of six weeks.  The task force, using a shared praxis approach, dealt with issues related to faith development for both preschool children and adults. Churches and ministers, ignorant and inexperienced in the mission to the handicapped, need practical guidance.  But, first of all, Christians must see the disabled as persons of dignity and individual worth, as they have been created in the image of God.  The churches should recognize the problems of the disabled and take leadership in eliminating the prejudices and unfairnesses prevailing in society.  The subject of this paper was limited to mentally retarded children. Part 1 presents the general understanding of mentally retarded children; part 2 explores the biblical resources related to the education for mentally retarded children, the development of their spiritual characters and the church's sharing with them.  In part 3 these investigations are incorporated into a practical program of church education. The project includes the training of the church program council to conduct the sessions, preliminary studies conducted for the entire church, the session outline, and evaluations from parents, leaders, and children.
