The process receives supporting data from 20 churches exhibiting active prison ministries.  The report describes the basic outlines of the consultation process and supporting materials.  The outlines include an introduction to prison ministry, a means to identify and evaluate mission outreach programs, and the development of a mission outreach profile necessary for the examination of 'points of entry' for prison ministry. Studies and research into the area of shame are reviewed for their relevance to the development of the program.  The program included provision for participants to complete pre- and post- self-evaluation Internalized Shame Scale (ISS) questionnaires.  Comparison of the pretest and posttest scores revealed a significant change in the way the group members perceived themselves.
