The project director conducted research in the areas of ministry evangelism, deafness, and deaf ministry. The project director selected a strategy team that assisted him in the development of the strategy. The project director researched and developed a profile of the local Deaf community, examined ministry evangelism and developed a report of best practices, created a ministry evangelism strategy, and presented the completed strategy to the pastoral staff of Central Baptist Church for approval and endorsement.  The project director engaged expert evaluation, research, surveys, observation instruments, and pre- and post-tests. Using case study methodology, ten deaf married couples were interviewed about their experiences with premarital care. Four central issues were addressed: the couple's attitudes toward premarital care; the perceived competency of the care provider; the process and approach(es) of premarital care that the couple received; and follow-up provided by the care provider. While this accomodation to the deaf is valid, there is a need in the hearing communities to build deeper, more appropriate ministries with the deaf. How can deaf ministry be effective, more appropriate ministries with the deaf. How can deaf ministry be effective within the context of a predominately hearing community? Travelling with American Sign Language interpreters, the author interviewed members of the deaf community in the Baltimore-Washington and Fredrerick, Maryland area. In order to accomplish this, I led leaders from six deaf congregations through three training sessions. Through biblical reflections, one may see the hand of God in the ASL story. Also, a Wesleyan, theological case is presented for re-traditioning ASL as a prudential means of grace. Surveys of deaf and hearing worship participants and of ASL students and interpreters, demonstrates that ASL is God's gift to the church in uniting works of piety and works of mercy. An emphasis on the inclusion of all believers as ministers was stressed in order to help the reader see the deaf as more than objects of ministry.  A result of this emphasis was the focus that considered deaf people as part of an ethnic cultural group. The literary research combined questionnaires and interviews with both hearing and deaf people.
