The initial data were generated by a questionnaire specifically designed and directed to the fourteen congregational owners.  A provincial status was then developed and circulated, accompanied by a survey validation document. The study approaches the discussion of limiting medical treatment from medical, legal, and theological perspectives. Specifically, bioethical dilemmas involving persons with developmental disabilities residing in a state residential facility in California are explored.  The project portion of the study includes a handbook for use with families in considering options regarding limiting medical treatment. Chapter 3 examined the program design; the process of invitation, challenges, goals, preparation, testing documents and consultants were analyzed.  Chapter 4 presented the program as implemented.  The conference results revealed enhancement of pastoral care. Research indicates four definite areas of need: a family support group, recreational activities, staff support, and pastoral care presence. Medical treatment and Christian spirituality fulfill the intention of God when they minister in a Christ-like way to terminally ill persons.  The Divine Creator is incarnate in the humanity and suffering of Jesus Christ; hence, secular medical science and spiritual ministry both provide qualitative value and unified reality as healing and comforting symbolization of God's abiding love now and eternally.
