A group of lay persons were involved in an educational process directed at learning about these needs.  Each lay person then was paired with one inner-city youth in order to develop a relationship. Throughout this project both groups were given surveys to determine if their involvement would produce changes in attitudes. The program shows that the involvement of lay persons with the youth changed the lay attitudes, if not their theology. For adolescents from a variety of family backgrounds results indicated that both parent images contributed to the God concept.  This God concept is consistent with the developmental stage functioning of the patient.  The patient experiences communication with the God concept as simultaneous with the combination of communication with both parental images.  Tillich's perspectives on judgment, acceptance and transformation as well as his concept of the God beyond God are brought to bear on the studies. A definition of Lutheran ministry, a report on a multi-lingual survey of youth ministers in four countries, a theological statement for youth ministry and a method for improving skills are included. The hypothesis was that youth perceptions of a local congregation will change measurably if personal needs assessment, coordination of youth activities and establishment of a central youth forum are undertaken by the leadership on behalf of young people.  The project involved five distinct methods: 1) a needs assessment, 2) the recruiting of volunteers, 3) the preparation of the volunteers for ministry, 4) the development of a youth council, 5) an evaluation of effectiveness.  Pre- and post-project evaluation showed that youth perceptions of the parish became more 'positive'. In response to this question the author formulated 'The Inquirer's Catechism' to measure the phenomenon. Over a two year period, the author taught a series of structured catechetical courses to four groups of inquirers.  He tested all participants on their perceived faith relationships with God at the beginning and the end of the instructions with a values clarification test, a diagrammed drawing project, and a self-report questionnaire. The author analyzed the statistics and noted all the signs of transformational process.
