A preaching series and small group discussions generated insgihts into the strengths and weaknesses of the particular church.  Group evaluations were shared with the governing board of the church.  Suggestions for possible implementation were communicated to various boards, staff, and teams.  Goals and objectives were set in accordance with these conclusions. The project was researched with a local church board of administration consisting of nine men.  There  were two facets of the project.  An educational emphasis employed twelve school of ministry sessions.  The experiential impact was highlighted by ten ministry reports from the board members.  Some of the results included a greater awareness that all Christians are ministers; an increased understanding of and involvement in ministry. Through discussion of the offices of Christ, it intends to define the structure of church pastoral ministry in terms of the concept of Incarnational Pastoral Ministry.  Chapter 1 discusses the theology of the Incarnational Pastoral Ministry.  Chapter 2 is divided into 'Ministry into the World,' 'Ministry of Revelation' and 'Reconciliation,' and 'Ministry of Judgment and Grace.' Chapter 3 provides a practical discussion of this threefold mediation of Christ. The first section explores a biblical theology of ministry. Focused on the principle of salvation by grace, the information will deal with how believers are saved and become holy, their relationship to the church and one another plus principles for carrying out the four tasks of ministry. Youth ministers have the incredible opportunity to become involved in the identity formation process at a crucial junction of human development. Understanding the process of identity formation is essential. This paper will also provide an overview of that process. The theology of ministry and theory of identity formation are the foundation of youth ministry. The third section will address the goal of youth ministry: the development of a truly Christian identity. In addition, this section will also present principles that are universally applicable to youth ministry. The author hopes that this paper will be a resource for all youth ministers, providing a philosophy that is universal enough to apply to any church ministry context but specific enough to provide a philosophy that is clear and
