Based on the analysis of data through mixed methods (qualitative and quantitative research), the researcher proposed modifying and updating the traditional Japanese seminary curriculum for pastoral ministry. A modified curriculum requires first that seminaries nurture leaders who can lead their churches toward the eschatological vision in Revelation 7:9 as the goal of ministry. The identification and selection of said elders is a key challenge that this project seeks to address and facilitate.  The project execution saw the creation and implementation of a workshop in two congregations focused upon the biblical standard of an elder's qualifications, roles and tasks. This project focuses on the use of skilled efforts and varying strategies employed by church officers of Compassionate Christian Ministries, a new church, to encourage growth in membership, deepening commitment, spiritual maturity and discipleship.  An action research program was designed for officers of the church.  The program incorporated theoretical aspects as well as practical examples. The pastoral epistles of 1-2 Timothy represent a look into what leadership ministry should look like.  This is a specific church situation with actual directions of what is to be done there, and it directly confronts many of the models used today.  This project is an examination of the Timothy material and a survey of a specific denomination as to how that material is seen and used. Ministers in the field and deans of Bible colleges and seminaries were asked to evaluate Paul's instructions to Timothy in their own sphere of ministry.
