It states a clear theological definition for each of the stages and then uses personal interviews and the author's own experience in urban ministry as a participant observer to build case studies of each stage of the 'church' as these stages exist theologically and empirically among the residents of an inner city metropolitan community like Elliot Park. The analysis of the current situation (questionnaire) finds a lack of meaningful involvement which the author traces back to the predominant middle-class orientation of the membership.  He confronts these findings with an 'ecclesiology of renewal' based on Bonhoeffer's concept of the church as 'being for others' and the ecclesiological implications of black theology as proposed by James C Cone. Questionnaires were filled out by 59 pastors and 623 lay persons in attendance at charge conferences on the Baltimore Southwest District of the Baltimore Conference of the United Methodist Church.  Respondents were given an opportunity to indicate their expectations of a church 'in mission' and to evaluate the performance level of their congregations.  The total life of the church was covered: spiritual growth, evangelistic thrust, care for individuals, outreach and service, stewardship, recruitment and training of workers, goal setting and the functioning of the Council on Ministries. Analysis of the interview data reveals consensus regarding the seminary's failure to encourage personal maturity, an overall positive experience of priesthood and problems with the institutional church in areas of authority and celibacy. The researcher speculates that the conflict between the respondents' idealized image of church and their lived experience weakened their commitment to a celibate priesthood.
