The project began nine months after hispanic services were begun by the parish and the diocese. Resources included the hispanic congregation, the parish of St John's, the Diocese of Fort Worth, the bishop, an hispanic priest, and the writer.  The project involved conferences, meetings, services, records, and dialogue. Projections by Boston Redevelopment Authority are used to project a ministry of pastoral care in the year 2000 AD. The analysis of the current situation (questionnaire) finds a lack of meaningful involvement which the author traces back to the predominant middle-class orientation of the membership.  He confronts these findings with an 'ecclesiology of renewal' based on Bonhoeffer's concept of the church as 'being for others' and the ecclesiological implications of black theology as proposed by James C Cone. This study examines the role of the churches as an important part of downtown Washington DC experienced the trauma of urban renewal.  Initially, the church's response was dominated by institutional concerns of building and maintaining itself.  Slowly, patterns of community involvement and mission evolved. It focuses intentionally on Centre Church in Malden, a dowtown parish that is declining.  At Centre new groups have been formed with special emphasis on the neighborhood cells and the home Bible study cells.  Through these groups the fellowship is being renewed, the laity involved and the outreach mission of the church extended.  The pastor's role is--visionary, inspirer, equipper, encourager and exemplar. The paper uses the Wesleyan quadrilateral and an analysis of the local church setting as a basis for establishing role priorities.  The paper includes ten attributes which the writer considers essential for effective ministry.  Senior ministers should take into account their strengths and weaknesses regarding these attributes in order to establish priorities in a realistic and practical manner. The project was designed as a qualitative study.  The methodology was that of the participant-observer.  Through the use of disciplined attention to and comparison of settings, persons, actions, events, words and interview material four factors were found to give work satisfaction: dominion, sharing, freedom and vision.
