Chapter 2 discusses the ministry context and the theology that forms and shapes it.  Chapter 3 addresses the ministry as a whole from its inception through its development to the present stage. The following three assumptions about the current state of urban American ministry have guided the writer in his research, analysis, and recommendations. The biblical and theological foundations section of this paper is an attempt to show how God has demonstrated a preference for the poor and the oppressed and how the urban church is called to do the same in its ministry.
