This project explores the rationale and the biblical guidelines for the training of youth pastors.  It also presents a youth ministry concentration model designed for that purpose. Included is a study of the training of youth pastors in the Assemblies of God and more specifically at Southeastern College of the Assemblies of God.  Southeastern's prior effectiveness in preparing men and women to be youth pastors is evaluated through surveying alumni who graduated over a twelve-year period.  Others who are experienced in the field of youth ministry were asked to evaluate the youth ministry concentration model. The local church, which is called to minister both to the world and to its own members, can and should minister to its pastors as well as its members.  The project design around which this study is built involved a four to six-month series of meetings and reflection by local church support committees.  Using a manual, which is included in the thesis, the committees reviewed the four primary relationships which exist between the local church and its pastor.  The pastor is a leader, colleague, employee and friend to the church and its members. Through comparing life-issues identified by church members with those identified by members of the community who called the police for help, the author exposed issues the preacher would be unaware of unless his or her contact goes beyond the church.  Further, through the comparison of sermon feedback provided by church members and by non-church attenders, the author highlighted differences in the way preaching is perceived by the two Interviews are part of the pastoral care model. The voices of victims are heard in seven interviews, direct source material for researchers. The purpose was accomplished by researching previously established support groups, biblical foundations for ministerial support, and historical precedence.  The research was condensed, structured and presented to selected trainees who would possibly become facilitators of local ministerial support groups.  Positive results have been established by six of the trainees. Those who counsel in institutional settings in particular are struggling with the need and/or the opportunity to counsel those with whom they have some other role.  This is especially true for the individual who offers counseling within the bounds of the local church community.  A minister in the local church setting has many roles in the life of a congregation.  With these diverse roles in place, church members and others in the community turn to the minister for counseling.  The project is intended to shed light on duality and offer guidelines for the pastoral counselor who does counseling in the immediate context of the local church.  The issue of duality is studied from the perspectives of object relations theory and pastoral theology. Books by Marie Fortune and Peter Rutter describe the interpersonal dynamics between abuser and victim.  The author proposes a number of pastoral skills needed for the healing of such a congregation.  These skills and insights can promote healing in a congregation and effect a renewed relationship with God, one another, and
