Three methods are used to discover the pastoral care issues: 1. a start-up instrument from the American Lutheran Church; 2. an emotional response record; and 3. a case study.  The project results in the development of a revised call process. It analyzes present varied practices used by Lutheran churches to call their pastors, measures attitudes towards their practices, and suggests viable alternatives. The method of study involves an examination of the call-placement process used by six Christian churches in the United States.  It also involves data from a sampling survey sent out to 450 Lutheran pastors and congregational presidents. These suitability images contain non-task oriented factors.  Interviews with pastor nominating committee members reveal that the impact of suitability factors on the ultimate decision is not discussed.  In interviews with former pastor nominating committee members, task-oriented factors were not given as a prime factor in hiring.  Non-task oriented suitability factors were suggested as major concerns. Little support was found to relate receptivity to religious beliefs, motivation, or involvement, except for attendance patterns and for respondents who have women pastors. Effects of racism and sexism education differ significantly. The thesis of this dissertation is that parishioners' image of the ideal is a major factor.  Adams probes the cognitive, affective and behavioral components of church decision making by examining the biblical and doctrinal approach of the UPC, interviewing pastor nominating committees which selected ministers during the period, and questioning all the heads of staff themselves to compile a profile of the persons who were chosen.
