The project reviewed current literature and interviewed a corporate personnel director and chaplain assignment officers from the US Air Force and US Navy.  The Army Chaplain School administered a questionnaire to Basic and Advanced students, and chaplain colonels completed a similar questionnaire at a senior chaplains' conference. Denominational polity is a critical factor, especially in the initial phases of a chaplain's career.  The army's accession and assignment processes are 'closed,' as in an episcopal polity, but most chaplains come from denominations that are not 'closed.' Chaplains from 'open' clergy placement systems have less positive attitudes toward the army system. Included is an extensive exposition of biblical narratives and directives in the New Testament that indicate the need for the local church and her leaders to be intimately and extensively involved in the whole process of raising up men for pastoral ministry. The uniqueness of the manual is the spiritual dynamics and organizational mechanics which will educate and equip a pastoral search committee to perform their task with excellence.  The process is based on the assumption that the local church is Christ's church and he desires it to grow.  Therefore, the selection of pastoral leadership is the most important decision a local church makes if it intends to be a healthy, growing, and reproducing church, fulfilling Christ's Great Commandment and Great Commission. The procedures were developed to be adaptable and transferable to most evangelical churches so they can do their ministry wisely, intelligently and effectively. This dissertation describes a process for the calling of associate pastors.  The hiring of associate staff pastors, while containing similar elements to the hiring of senior pastors, is a different process which needs to reflect its own uniqueness.  Drawing upon interviews with pastors of large congregations and interviews with corporation leaders of major companies and industries, the writer seeks to devise a new methodology not currently employed.
