The pastor met with fifteen parishioners during the season of Lent in order to prepare liturgies for the Second Sunday in Easter, Ascension Sunday, and Pentecost Sunday.  The study discusses what worked and what did not work and then proposes a new model.  What began as a study of lay participation in liturgy planning, ended up with some useful insights into the role of the pastor in the congregation.  A number of issues relating to pastoral function and identity as well as the priesthood of believers are raised in the final chapter. An analysis of public relations in its secular context provides an understanding of the content and history of this art. Writings on the black church provide insight into the historic roles of black preachers in public relations.  Contemporary public relations materials were gathered through questionnaires and personal interviews with churches and pastors.  The black pastor is pinnacle in the operation of the church through analyzing and sharing feedback. Reconciliation is a central biblical/theological motif, providing a relational conceptualization of the work of Christ and describing God's intervention into the human situation to overcome enmity and restructure actual relationships of persons to God, themselves and one another.  The church's ministry is one of announcing and demonstrating God's reconciling work in Christ, and of participating in the restructuring of human community in its own life and in ministries in the world. Pastoral ministry is an office of accountable public leadership involving three main responsiblities: labor in Word and doctrine, facilitation of the faith-development of the members, and leadership of the ministries of the church.
