The research for this project included the reading and synthesis of religious and secular literature in the area of leadership and the author's experience and participation in two leadership evaluation processes.  The results of this research reaffirmed that the pastoral role is one of leadership in the congregation.  Pastoral leadership is described as stewardship, vision development, and is self-defining. The definition of 'pastor' as leader of the congregation is often defined by what he does rather than who he is.  It is the thesis of this paper that the pastor as leader must be a confessor, a spiritual witness to the gospel which he/she proclaims.  Dietrich Bonhoeffer's writings are utilized as ministry and congregational roles are explored.  Also, various twentieth-century theologians and secular authors are cited for the study. Using the Delphi technique, ministry professors and practitioners recommended 892 knowledge, attitude, and skill outcomes. These were synthesized to 99 outcome statements that were rank-ordered on a Likert scale resulting in the ten most effective outcomes for each domain. The final round of the Delphi elicited preferred learning experiences and assessment techniques. In chapter 1, the significance and aim of the study are stated.  An effort is made to clarify authority in Christianity in chapter 2. Chapter 3 discusses the authority of the pastor in the church.  The authority of the pastor in the Korean church is dealt with in chapter 4.  The following chapters examine the authority of the pastor in the PCK by means of research and personal interviews (twelve hundred pastors and congregations are included).
