A conflict over keys underscores changing identity, leadership, power and authority issues in growing churches. Arlin Rothauge's 'pastoral' and 'program' church theory explains that change.  The author argues for a cyclical view of transition.  Four events on identity, spiritual formation, leadership and future directions are described. Modest success is shown in moving towards the program church.  A second conflict shows major success in becoming a program-sized church. This paper identifies aspects of symbolic and visionary pastoral leadership by examining biblical (Ephesians 4:1-16, Moses, David and Paul), historic (the life and writings of John Calvin and the PC(USA) vows for ordination) and contemporary concepts (including the writings of John Gardner). The author traced the topic through its historical, agricultural, political and theological aspects.  The identity of owner-shepherds as distinct from under-shepherds was developed.  The method of research included interviews with shepherds in the Middle East and the United States, and extensive study and exegesis of the many biblical passages relating to the subject. The hypothesis states that an effective Christian leader maximizes his strengths, minimizes his weaknesses, and develops in Christlike character in order to attract others to accomplish a common vision.  To validate the hypothesis, two leaders were chosen who pastor visibly successful churches.  Through the use of questionnaire, the Personal Profiles System (Performax), on-site observation, and church documentation, the case study ascertained whether the senior pastors were operating from a strength-based methodology.  Questions focusing on the five areas of the hypothesis were asked of the senior pastor, two staff members, two board members, the pastor's spouse, and twenty-five members of the congregation chosen at random.
