This project sought present attitudes on this problem through 213 pastor and 313 layperson questionnaires sent to churches within the Cape Cod Council, and random samples of the Massachusetts Conference of the United Church of Christ and Hyannis Federated Church.  Seminars were held for the respondents. Major problems facing Crystal EFC upon the arrival of a new pastor in 1990 included lack of leadership, unclear spiritual identity, loss of vision, inward focus, lack of cohesive systems, and fragmented staff.  Major symptoms included declining attendance, financial deficit, internal discord, and low morale.  Each area was impacted by initiating alternative concepts and practices drawn from Scripture and espoused by experts.  Five-year results show substantial progress in each problem area. The research, accomplished through mail-out questionnaires and personal interviews, also considers the impact on the counselor/client relationship of a pastoral counselor's performance of other clergy roles in a local church that sponsors a parish-based counseling ministry. Results confirmed that counselees who are active church members respond more positively to pastoral counseling than inactive or unchurched counselees.  However, the performance of other clergy roles by the counselor did not have a negative effect on the counseling process. An effort to build a trust relationship had to begin.  To accomplish this, the congregation had to understand the pastor in certain images. These images, servant, child, friend, and partner, would be topics of sermons describing the congregation and pastor. This understanding would assure the acceptance of pastor and congregation.  The enlistment of a small response group of church members and a spiritual mentor proved to be helpful. It consists of a biblical study of Moses, a search of recent periodical literature, an analysis of Credibility by Kouzes and Posner, and case studies of two senior pastors. The case studies reviewed church documents, performed on-site observations and employed a questionnaire and the Personal Profile System (Performax).  The hypothesis was validated. The paper also contains a brief summary of Project Cathedral and recommendations for future
