The project focused on the explicit and implied responsibilities of the assistant and associate pastors within the context of a large African-American church. The senior pastor, who had a need to delegate pastoral care and administrative functions, assigned some of these responsibilities to the pastoral staff. By using a grounded theory approach,  the researcher set out to discover the skills necessary for a pastor to develop in order to create and sustain an innovative environment within his or her leadership team and church. The central question of this project is how do we transition the pulpit and the pew in such a way that we engage the whole body of believers at Sharon Baptist church? The literature review examined the differences in the positions of church administrator and executive pastor and the changes in leadership style of those who moved from one position to another position higher on the organizational chart. Two case studies of individuals who were church administrators and became executive pastors were used as the research method. It reports the method most frequently associated with John Carver, and considers also secondary literature regarding boards of directors and leadership functions in the church. While there are many suitable forms of governance and leadership structure, the author looks favorably upon the policy based governance method and reports how the method came to be recommended for the congregation he serves as pastor. The governance model is dependent upon a clear distinction between ends and means. Board level leadership is to be primarily concerned with ends. The pastor, as staff leader, is primarily concerned with means toward ends accomplishment.
