An analysis of public relations in its secular context provides an understanding of the content and history of this art. Writings on the black church provide insight into the historic roles of black preachers in public relations.  Contemporary public relations materials were gathered through questionnaires and personal interviews with churches and pastors.  The black pastor is pinnacle in the operation of the church through analyzing and sharing feedback. The style of pastoral intervention employed is built on the theoretical base of third party consultation, using System 4 leadership principles.  Major findings are that women do want their minister to care about their group, to promote it, to encourage new women to participate, to be a resource and to attend some activities. This project describes the United Methodist Women's group studied, the process of intervention, the feedback instrument, and the results. This project was an effort to structure such a dialogue within the context of a sound doctrine of ministry.  A theology of ministry was developed and shared in a series of sermons and children's messages.  Dialogues were held to discuss the implications.  The congregation was surveyed before and after the sermon-dialogue series to detect any changes of attitude. Eight parish ministers were trained to train lay persons in pastoral care ministry and in the theory and practice of pastoral supervision.  The ministers then received supervision of their supervision.  This dissertation presents descriptions of the practices of pastoral supervision by these seven ministers. Reconciliation is a central biblical/theological motif, providing a relational conceptualization of the work of Christ and describing God's intervention into the human situation to overcome enmity and restructure actual relationships of persons to God, themselves and one another.  The church's ministry is one of announcing and demonstrating God's reconciling work in Christ, and of participating in the restructuring of human community in its own life and in ministries in the world. Pastoral ministry is an office of accountable public leadership involving three main responsiblities: labor in Word and doctrine, facilitation of the faith-development of the members, and leadership of the ministries of the church. After first examining traditional assumptions of authority, the project turns to feminist theologians who offer a different paradigm. The research focuses on six clergywomen serving as pastors/heads of staff in large membership congregations in the Presbyterian Church (USA), and considers how they, as women, embody and exercise authority using a model of partnership rather than the hierarchical model to which the church has been accustomed. Thirty-seven pastors were interviewed who claimed to have changed their congregations from an inward to an outward focus.  Twenty-six of these pastors came from thirteen different states and eleven from Finland, Sweden, and Estonia.  Further understanding and insights were gathered from interviews with one Baptist, one Lutheran and one Methodist congregation.
