The research, accomplished through mail-out questionnaires and personal interviews, also considers the impact on the counselor/client relationship of a pastoral counselor's performance of other clergy roles in a local church that sponsors a parish-based counseling ministry. Results confirmed that counselees who are active church members respond more positively to pastoral counseling than inactive or unchurched counselees.  However, the performance of other clergy roles by the counselor did not have a negative effect on the counseling process. An effort to build a trust relationship had to begin.  To accomplish this, the congregation had to understand the pastor in certain images. These images, servant, child, friend, and partner, would be topics of sermons describing the congregation and pastor. This understanding would assure the acceptance of pastor and congregation.  The enlistment of a small response group of church members and a spiritual mentor proved to be helpful. A conflict over keys underscores changing identity, leadership, power and authority issues in growing churches. Arlin Rothauge's 'pastoral' and 'program' church theory explains that change.  The author argues for a cyclical view of transition.  Four events on identity, spiritual formation, leadership and future directions are described. Modest success is shown in moving towards the program church.  A second conflict shows major success in becoming a program-sized church. The case studies reviewed church documents, performed on-site observations and employed a questionnaire and the Personal Profile System (Performax).  The hypothesis was validated. The hypothesis states that an effective Christian leader maximizes his strengths, minimizes his weaknesses, and develops in Christlike character in order to attract others to accomplish a common vision.  To validate the hypothesis, two leaders were chosen who pastor visibly successful churches.  Through the use of questionnaire, the Personal Profiles System (Performax), on-site observation, and church documentation, the case study ascertained whether the senior pastors were operating from a strength-based methodology.  Questions focusing on the five areas of the hypothesis were asked of the senior pastor, two staff members, two board members, the pastor's spouse, and twenty-five members of the congregation chosen at random. The research for this project included the reading and synthesis of religious and secular literature in the area of leadership and the author's experience and participation in two leadership evaluation processes.  The results of this research reaffirmed that the pastoral role is one of leadership in the congregation.  Pastoral leadership is described as stewardship, vision development, and is self-defining. The definition of 'pastor' as leader of the congregation is often defined by what he does rather than who he is.  It is the thesis of this paper that the pastor as leader must be a confessor, a spiritual witness to the gospel which he/she proclaims.  Dietrich Bonhoeffer's writings are utilized as ministry and congregational roles are explored.  Also, various twentieth-century theologians and secular authors are cited for the study.
