The Army Chaplain Corps is only at 33-percent personnel strength in terms of Catholic chaplains. Retaining Army Catholic chaplains has become increasingly important in light of Department of Defense budget cuts; moreover, retention is more cost-effective for the Army than recruitment. As the hands of time wind down, this small denomination faces a severe shortage of pastors in the next decade. Two primary instruments are used to assess the potential for a crisis and consider possible solutions. Subjects addressed are calling to pastoral ministry, and competence/training for pastoral ministry. A literature review on the subject of leadership development is offered. The eight-session program (including interview, group instruction, a six-part fable, individualized feedback, action-learning, and reflection) was based on Jesus' principles of leadership development as evidenced in his development of the twelve disciples. Sixteen pastoral staff participated in the four-month program and were pretested and posttested using both quantitative and qualitative measurements. The project director developed an equipping guide, a teaching plan, and a PowerPoint presentation under the supervision of several professionals in the field and utilized them all during a weekend equipping workshop. The project director designed and administered a series of pre and post-tests to measure the cognitive, affective, and psychomotor effectiveness of the workshop. At the completion of the workshop, he evaluated the tests under the supervision of a professional in the field. The evaluations of the tests affirmed the workshop as a success.
