The author recruits six United Methodist pastors to participate in a retreat and three reflection sessions.  Comparisons of pre-project and post-project impressions of participants indicate a genesis of community. Post-reflection reports reveal expanded insights into pastoral situations. It is followed by a post-seminar evaluation of a sermon presented in the participants' churches. The goal proposed was the initiation by Northwest Bible College students of professional ministry of their own individual codes of personal conduct for use in their professional ministries. This report describes the completion of objectives used to achieve the project's goal.  These objectives were the recruitment of students, development of the project program, implementation of the program, and initiation of the codes by participants. The Anoka program, presented to jail administration and local clergy by the author in 1983, included the following essentials: 1. a firm, two-year clergy commitment; 2. two initial sessions of orientation and training for clergy and laymen; and 3. semi-annual meetings to evaluate and expand jail ministry skills.  The program was accepted and began in April, 1984, with thirteen clergy taking turns in providing a weekly ministry. A steering committee was chosen to direct the program.
