A smooth transition prevents unnecessary anxiety and mistakes.  The Installation Staff Chaplain and his staff are crucial to the process.  By sharing knowledge and experience they enhance the newly assigned chaplain's self-confidence, effectiveness, and early success.  The author's research includes twenty-two years experience on active duty as well as the study of books, pamphlets, articles, Air Force regulations, retreats, workshops, chaplain board materials, commander's presentations, lay and clergy group meetings.  Careful guidance gives the new chaplain an opportunity to develop his or her intrinsic value. It presents a self-help model comprised of an exercise in ministry identification and three patterns for developing personal theology, exercising collegiality and evaluating ministerial practice. Ordained and lay ministers may employ the model by using resources available where they minister.  The project includes a description of an application of the model to youth ministry. Twenty appendixes document the process.  A definition of Lutheran ministry, a report on a multi-lingual survey of youth ministers in four countries, a theological statement for youth ministry and a method for improving skills are included. After studying the training of elders as described in the New Testament, tracing the history of theological education in the United States, and conducting case studies of some contemporary church-centered training programs, the author concluded that it is feasible for local churches to train pastors.  The hypothesis was tested in a training program conducted by the author at Hinson Memorial Baptist Church in Portland, Oregon.  Five students were trained in hermeneutics and homiletics over a six-month period. Following the development of a church-specific version of plannaging manuals, selected clergy were trained as trainers who in turn trained one hundred fifty pastors throughout New England in the use of plannaging.  This training enabled these pastors to use plannaging in their personal and professional life. Data were gathered through a written questionnaire.  A graphic comparison method and other complementary instruments were adopted in terms of a discrepancy model.  Among ten subject-matter areas, the results show the area of biblical knowledge as most in need of continuing education.  This is followed by evangelism-church growth and biblical-historical-systematic theology. Seventh-day Adventist heritage and pastoral care place adequately in the middle range.  Church administration placed higher than church history-comparative religion and biblical languages. Pastors with graduate education gave evidence of greater doctrinal-biblical knowledge and a small advantage in ministerial skills.  Motivations and deterrents in regard to continuing education are listed. In measurements made over a six-month period, both attitudinal and cognitive changes were noted in the men.
