A significant task, which the Interim Minister is trained to accomplish, is to promote the development of lay leadership. To address this task, a leadership training program was designed that invited lay persons to serve as team leaders in vital areas of ministry. This program utilized the resources of leadership theory, organizational and congregational development, theological reflection, and worship. Jesus' model of servant leadership is perfect and relevant for every congregation and its various organizations. This model of leadership ensures growth and health in the life of the church. Leadership is the key to the internal life of the congregation, as well as to its relationship with the outer world and fruitfulness in that world. The author designed a leadership training course consisting of eight sessions, in which the participants studied leadership models from the Old Testament and the New Testament. The eight lessons were biblically based, but they were also enhanced by leadership and congregational studies from such professional scholars as Edwin H Friedman, Peter L Steinke, and Diana Butler Bass. Each of the sessions included lecture, discussion, evaluation, and personal and group assessments. As a result all three groups of respondents (pastors, teachers, and students) believe that academic training and a curriculum grounded in the culture and experiences of our people is very important for the task of leadership training. This manual provided instructions on spiritual formation emphasizing its value in sustaining ministers and their respective ministries.  Thirteen senior pastors and staff ministers from the PNBC and other African American churches evaluated the manual and judged it to be necessary, useful and biblically sound. Six goals were developed to measure the degree to which this project was successful. The project director used the project equipping model.  The project began by researching both the secular and biblical fields as to the nature and functions of team-building, a team-based ministry, and good leadership, as well as curriculum design. The project consisted of a focus group of thirteen pastors participating in a workshop forum. A quantitative research design was used with pre and post-tests. In this project, eighteen clergy from different denominations in the Greater Kanawha Valley in West Virginia participated in focus groups addressing questions selected by the moderator. Clergy members were encouraged to talk freely about their concerns and perspectives. Verbatim transcripts were generated from three focus-group discussions.  Quotes from clergy participants were grouped into thematic areas for the purpose of qualitative analysis.
