The need for such a project emerges from both cultural and ecclesial circumstances.  Many are looking for someone to help them to find and to nurture a divine orientation in a disorienting world.  They look for someone to help them uncover and articulate the longings and stirrings of grace within them.  This spiritual awakening has urged many parish clergy to seek assistance in the practice of spiritual direction.  An important component of the project is the exploration of the common boundary between spiritual direction and pastoral counseling. In part three the opinion within the church is sampled which leads to the conclusion that several training routes are required.  These routes depend on a proper selection process. A smooth transition prevents unnecessary anxiety and mistakes.  The Installation Staff Chaplain and his staff are crucial to the process.  By sharing knowledge and experience they enhance the newly assigned chaplain's self-confidence, effectiveness, and early success.  The author's research includes twenty-two years experience on active duty as well as the study of books, pamphlets, articles, Air Force regulations, retreats, workshops, chaplain board materials, commander's presentations, lay and clergy group meetings.  Careful guidance gives the new chaplain an opportunity to develop his or her intrinsic value. The program stressed the leader's responsibilities of leading, planning, and decision making; the leader's responsibility to meet the psychological, sociological, and self-acualization needs of his or her followers; and the leader's responsibility to use appropriate leadership styles.  Seventy-three percent of the forty-two participants scored seventy or above on the daily tests. Forty-one participants worked in a ministry project. The participants use group study methods to explore their theology of visitation as it is reflected in their image of ministry and the church. At the end of the course the participants construct and implement a program of pastoral visitation which is evaluated after four weeks.  The study gives a greater understanding of pastoral visitation. It presents a self-help model comprised of an exercise in ministry identification and three patterns for developing personal theology, exercising collegiality and evaluating ministerial practice. Ordained and lay ministers may employ the model by using resources available where they minister.  The project includes a description of an application of the model to youth ministry. Twenty appendixes document the process.  A definition of Lutheran ministry, a report on a multi-lingual survey of youth ministers in four countries, a theological statement for youth ministry and a method for improving skills are included. The author recruits six United Methodist pastors to participate in a retreat and three reflection sessions.  Comparisons of pre-project and post-project impressions of participants indicate a genesis of community. Post-reflection reports reveal expanded insights into pastoral situations.
