The manual which was developed for this purpose was tested at the Salvation Army School for Officers' Training in Chicago, Illinois.  The manual was divided into three sections: 1. development of interpersonal relations; 2. a theological perspective of personality development; and 3. sources for dealing with behavioral difficulties.  The participants consisted of a group of thirteen students who had completed the prerequisite course in Introduction to Psychology and were in their final year of training.  They completed two examinations and several evaluation forms that provided data for the write-up of the project.  Other participants included five outside readers who made observations of the manual from the perspective of their particular expertise. The Anoka program, presented to jail administration and local clergy by the author in 1983, included the following essentials: 1. a firm, two-year clergy commitment; 2. two initial sessions of orientation and training for clergy and laymen; and 3. semi-annual meetings to evaluate and expand jail ministry skills.  The program was accepted and began in April, 1984, with thirteen clergy taking turns in providing a weekly ministry. A steering committee was chosen to direct the program. As such, it formed a segment within a clinical pastoral education program in a hospital setting.  A supervisory method of education was developed based upon adult learning theory. Consequently, attention had to be given to this definition and its use.  It was accomplished by observing various ways of classifying sermons with special attention given to the meaning associated with the category 'expository'.  Various methods considered expositional in nature were explored and a refined definition was developed.  A second assumption which served as a basis for the structure of this manual was that certain communiction principles are valid for the preaching event.  The communication principles valid for the preacher to be concerned with are structure, argumentation, and persuasive procedure.
