This program includes a handbook to assist newly ordained ministers to cope with the political realities of church administration, with its attendant demands, promises, tensions, and rewards. The method was extensive reading in the theology of church administration, supported by interviews and case studies. The pastors were organized (by region) into groups of four to six men.  In each of five consecutive months, they read an assigned book (a different book each month) and then met to discuss it.  Their reading and discussion provided continuing education.  Their being together provided an opportunity for fellowship.  The project report outlines the minister's continuing education and fellowship needs as suggested from Scripture and ministry-related materials.  The format of the project is then explored and analyzed. This project sought to assist such growth through developing personal learning plans based on ministry needs in a supportive group context.  Ten Fort Wayne Lutheran pastors met monthly for eight months. Beginning with lay and self-evaluation of pastoral functions, each pastor developed a learning plan complete with goals, resources, time table and accountability structure. Guest speakers and movies, as well as discussions, covered a general overview of the problem in New Hampshire and elsewhere, the various categories of abuse, means of prevention, and methods of treatment.  Special attention was given to the response of the clergy to child abuse--their legal responsibility to report it, their moral responsibility to accept it, and their need to deal with their own psychological reaction to it. The basis is the institutional needs of the air force and the research-identified needs and interests of chaplains.  These needs are correlated with the applicable principles of holistic growth.  The combined implications become the ingredients of the program. The resulting five-year design was evaluated by fifty-eight chaplains.  They concluded the program was effectively responsive to their needs and interests. This project report offers: a theological and developmental context for ministry with and by youth; a weekend training model for enabling peer ministry; short and long term evaluations of the model's effectiveness; and, finally, suggestions for expanding and improving the proffered model. The project discusses three retreat models and a mid-life counseling method with such males. Supervision/consultation is viewed as a continuum for training and sustaining ministering persons, its function being similar to pastoral care: healing, sustaining, guiding, reconciling.  A definition, theology, and methodology are developed for pastoral supervision/consultation, and project materials and related resources used during the 1979-81 supervision/consultation with field education students and clergy in a pastoral counseling training program with the author form the appendix.
