This conclusion was confirmed by a careful study of revival history and of pertinent scripture passages.  This dissertation is written about revival from a Congregational perspective, focusing on individuals of Congregational persuasion who have been used as leaders in revival history and Congregational churches which have been impacted by the results of revival experiences. It explores the biblical foundations for such a process and discovers the need for it through thirty-three church surveys and contemporary literature.  Exodus 18, Numbers 11, I Samuel 16 are the Old Testament passages examined and Acts 1:21-26 and 6:1-6, I Timothy 3:1-7, and Titus 1:5-10 are the New Testament passages. The project unveils a four-step process with appropriate forms that will enable these churches to select better elders. The goal of creating the tool is to motivate members and leaders of congregations to strive to moderate their own actions and reactions in ways which foster the overall health of their own
