This material was presented to a class whose participants were members of a congregation which wishes to ordain persons not now eligible under the denominational church order. The project focuses on congregational authority in terms of Scripture and leadership.  The project identifies congregational needs, strengths, limitations, challenges, possibilities, and signs of hope. The project was researched with a local church board of administration consisting of nine men.  There  were two facets of the project.  An educational emphasis employed twelve school of ministry sessions.  The experiential impact was highlighted by ten ministry reports from the board members.  Some of the results included a greater awareness that all Christians are ministers; an increased understanding of and involvement in ministry. It attempts to interpret selected concepts from communications system theory and neuro-linguistic programming which are applied within the context of such church functions as administration, pastoral care, preaching, and problem resolution.  Forty-four church persons were involved in this field testing, through eight workshops in Rhode Island and New York.  Prior to each session each participant read that part of the manual which was to be considered and applied the concepts in the manual through discussion and the playing of focused communicational games at the end of each chapter. Throughout the project report informal observations have been made relative to the field testing process, and the relevance of that process to communication in the church. This project was done as a ministry of reconciliation.  Its purpose was to get churches in the lake area to appropriate as their own a new chaplaincy program to campers on the lake.  The author experienced the chaplaincy program as a supervisor to the chaplain in the summer of 1982. A small group of members were taught models of conflict resolution and became the demonstration setting for practicing creative conflict resolution.  Pre- and post-testing demonstrated growth and positive change in each participant.  The congregation changed from self-defeating patterns in conflict, such as avoidance, to ones which accept diversity and value in appropriate conflict resolution. The project was done with the hope that such an examination would enable the church to experience healing, reconciliation, and renewal.  The report discusses the arena for ministry and the author's methodology for interpreting the Letter to the Ephesians.  Included with the report is an exegesis and interpretation of Ephesians 1-3. The study includes a review of the sociological factors that are at work in the communities where multi-ethnic congregations are often found.  Factors such as economics, housing, government, and people movement are discussed.
