The thesis of this paper is twofold: 1) that a trained and working pastoral relations committee in a congregationally governed local church can be effective in resolving conflict between a congregation and pastor; 2) that judicatory personnel can be third-party consultants who train and work with the pastoral relations committee in collaborative intervention. The study brings together the disciplines of theology, history and applied social sciences to analyze and propose appropriate interventions into conflict.  It recognizes the particular context of a Baptist congregation and the polity of its denomination. The project is developed in cooperation with the Church Council members of Forest Avenue Baptist Church, Redmond, Oregon.  It develops goals and objectives for the 1986-87 church year.  The method of planning is adapted from that recommended by the Inter-Agency Council of the Southern Baptist Convention. One reason for this interest is that conflict can cause dysfunctional and functional effects in any congregation.  The theological, social, andragogical, and methodological approaches to the study of conflict management and reconciliation undergird the development of a six-module seminar.  This seminar exposes ministers to skills which aid interpersonal relationships: listening, assertiveness, conflict resolution, collaborative problem-solving, and skill selection. The project studies four groups within congregational life.  Intervention is primarily in the form of a workshop-seminar for officers and other laity of the church.  The project uses the Thomas-Kilmann Conflict Mode Instrument.  One hundred one persons responded to the test instrument.  Several variables serve as means for comparing data with standard analyses. This is true for West Germany where a small percentage of the population attends church regularly.  Lay persons can be important in reaching the unchurched because they are in contact with persons whom clergy may not reach.  This project explores the success of the congregational evangelistic campaign in meeting the needs of the secular mind.  The lay congregation prepares and implements the campaign which includes a public proclamation by laity.  The author analyzes this approach by means of twenty-two completed questionnaires and several personal interviews. He finds that 1) although there are weaknesses, pastors and churches generally are enthusiastic about this approach; 2) the open style and the focus on every-day problems are attractive to the secular mind; 3) an important factor is relationships which form among church members and visitors; 4) the approach activates the church; 5) it enhances the gifts of laymen. It proposes the thesis that it is possible to recount a congregation's history by listening to the preaching that occurred there. The project conducts a literary analysis of sermons preached in three Lutheran congregations in Northwest Ohio during a given year.  This analysis is laid alongside the descriptions of significant parish events in bulletins, newsletters and other written documents.
