The program uses a counseling methodology based on a biblical understanding of the heart.  Practical and theological implications of the program are presented.  The thesis develops a biblical foundation for counseling in the areas of marriage and divorce and presents case studies to show how the concept of heart counseling can be applied.  Four women were selected and trained to participate in an initial implementation of the program.  The selection procedure and the training regimen are described. The STEP (Systematic Training for Effective Parenting) Program was used to raise the awareness and competence level of teenage mothers on parenting.  The church provided training, teachers, and the space for classes.  The community provided services to the teen mothers through the schools, government agencies, and the court systems. The writer conducted an eight-week worshop for fourteen students.  The validity of the workshop was studied through the use of pretests and posttests for the workshop group and a control group.  The writer completed a statistical analysis of the workshop using t-tests. The project was developed through a series of eight two-hour sessions which were designed to provide lay counselors with insight, information, and techniques from theology, psychology, and sociology.  To determine the effectiveness of such a program several methods of evaluation were used, including a pretest and posttest which were evaluated by a two-tailed t-test for correlated groups.
