It explores the use of theological reflection by supervisor and church planter in order to be relevant in an ever-changing ministry environment.    The method used for this project is what is known as the 'grounded theory' approach, because the project calls for qualitative research that seeks to include diversity and quality assessment, both biblically and theologically, to build theory grounded in reality. I will also investigate the issues and problems raised in cross-cultural/cross-racial appointments.  I will suggest a mutually working model for effective ministry in these appointments.  I plan to present this project ot the Bishops and Cabinets of the IGRAC and West Virginia Annual Conferences with the hope that it will be used as a guide in effectively making cross-cultural/cross-racial appointments.
