The project begins with an exposition of Lesslie Newbigin's thought and then develops a teaching guide for Presbyterian newcomers.  Newbigin provides analysis and resources that are helpful in reaching newcomers who are strongly influenced by a secular worldview.  Newbigin's thought on the Enlightenment, religious pluralism, and the Bible is explored. Two chapters in the teaching guide are then presented, one on pluralism and one on the Bible. It proposes a way of thinking about culture that is pertinent for the church and is intended to aid the development of culturally competent churches.  Much of the material derives from the writer's experience in bi-cultural, Tongan-palangi (non-Tongan) United Methodist churches in San Mateo County, California.  In addition to recounting that particular experience, the essay seeks to generalize from it as well. These are transferred to the church to determine a successful church.  By determining what these expectations are, the pastors and the author could design and modify programs to meet some of these expectations.  The major work of the project was done with the pastor and a workshop in each church.  The participants in the workshop indicated in various ways their cultural expectations for success. Barriers are not in God's designs for humanity or in the body of Christ. Culture shapes a person's perception of other people.  Human barriers are learned attributes.  The Holy Spirit equips Christians with a new nature capable of unlearning social barriers in an environment that is conducive to positive personal interactions.  Small groups are proven tools for enhancing human relationships. I used the approach of Lutheran theologian George Lindbeck to develop an alternative way to think about Christian communities and to develop a process for reforming a Lutheran identity through what he calls a cultural-linguistic model.  This approach, which I chose to reform the identity of Holy Cross Lutheran Church (Austin, Texas), places emphasis on learning the language of faith through the process of community catechesis.  A key part of the process for discerning the present identity of the Holy Cross community was preaching a series of seven sermons based on themes found in Paul Hanson's The People Called. The project argues that a key to skill's competence is attention to the basic communication issues of identity and anxiety/uncertainty. The project follows a praxis-theory-praxis approach.  It begins with the local theology and intercultural communication tensions of the church of Adelaide, South Australia.  These correlate with social perspectives and communication theories giving rise to theorems and face work that leads to fifteen skills.  A spirituality (from Mark's gospel) sustains such ministry.  Held together by the shared praxis approach of Thomas Groome, the project has four main methodologies.  One is Robert Schreiter's method for constructing local theology. Two are from the area of intercultural communication competence: William B Gudykunst's method of anxiety/uncertainty management and William R Cupach's \u0026 T Todd Imahori's identity management theory. A six-week Bible study on the epistle to the Romans was employed as a paradigmatic tool (model and story) for change. Dividing the participants into groups patterned after projected Christian locations in first-century Rome, the pastor alternately discussed Paul as a paradigm for herself, and guided the participants in discussing the epistle text.
